Guiren Precinct was the original site of red brick houses of Guirenbei and Guiren Village within Xinfeng County of Tainan State in Qing Dynasty. During the period of Japanese colonization, the precinct was set up under Police Section of Xinfeng County Police Station. Then it was changed to Xinfeng District Police Station and later Guiren Precinct as of today. The precinct building was completed at the end of 2000, and the Precinct officially moved in on March, 2001. The land area is 7,840m² (2,372 ping) and the building occupies an area of 5,857m² (1,771 ping). There is one floor underground and three floors above the ground for a total of four floors. The precinct building is situated at No.1209, Sec.1, Zhongzhen S. Rd., Liujia Village, Guiren Dist., Tainan City.

The precinct is located at the south side of the county. There are four districts within the area: Rende, Gueiren, Guanmiao and Longci. In the west, it is closely by First and Sixth Precincts. In the east, the Precinct neighbors Cishan Precinct of Kaohsiung City. It borders with Hunei Precinct of Kaohsiung City in the south and with Sinhua and Yongkang Precincts in the north. There are a total of 60villages and 877 neighborhoods within the four districts, which total an area of 224.28km². Since it is next to Kaohsiung City, the Precinct has a relatively more complicated environment. Currently, the population within the Precinct is about 180,000. The area integrates agricultural and newly developed industrial and business districts. The Precinct is famous nationwide for its Guanmiao pineapples and Guiren sugar apples. Inside Chimei Corporation, there is Chimei Museum that collects internationally renowned art pieces. Important businesses within the precinct include Chimei Corporation, Tsannkuen Headquarter, Tainan Spinning, Ta Ya Electric Wire & Cable, Test Rite Retail, Carrefour, High Speed Rail Shalun Station and others. There are numerous educational institutions within the area, including Chang Jung Christian University, Chia Nan University of Pharmacy & Science and Chung Hwa University of Medical Technology. There is one senior high school – Xin Feng Senior High School. And there are seven junior high schools within the area: Rende, Guiren, Guanmiao, Longci, Wenxian, Shalun and Chengguang Junior High School. There are a total of nineteen elementary schools, including Rende and others. In addition, Graduate School of Aeronautics and Astronautics and Space Laboratory, National Cheng Kung University and Graduate School of Photonics, National Chiao Tung University are also in the area.
